Adam Westbrook, a former human resources director in Outagamie County, Wisconsin, was arrested on charges related to child pornography.

He is expected to be charged with four counts each of possession of child pornography and sexual exploitation of a child.

Outagamie County Executive Tom Nelson said, “We are shocked by the charges and have begun the process to terminate the individual.”

“We will continue to cooperate with authorities and do all we can to assist in the investigation,” he continued.

Westbrook had previously worked in human resources for the city of Sheboygan but resigned in 2023, claiming he faced defamatory comments.

It was later reported that Westbrook had mocked the Catholic faith by dressing as a nun in drag for a 2023 gay pride parade where he was photographed with the mayor of Sheboygan.

Westbrook’s resignation letter reportedly stated, “Since starting at the City, I have been subject to an onslaught of false, defamatory, and downright hateful statements and accusations coming from a small group of individuals who seem to relish in conspiracy theories, name calling, and trying as hard as they can to rid the City of anyone who doesn’t look, think, or act like them.”

His arrest and expected charges have shocked county and city officials in Wisconsin, though details on his alleged offenses remain under investigation.
